Operating-model case · capability framework
A governed work center for university research
The unit of control is a research work order: investigator, purpose, data class, approved tools, human gates, infrastructure boundary, expected artifact, and retained evidence.
What the model controls
The work center separates public, institutional, sponsored, restricted, and controlled work. Routing follows those constraints and fails closed where authorization or evidence is missing.
- Named requestor and research purpose
- Data and export-control classification
- Approved model, tool, and destination boundaries
- Human approval for publication, finance, legal, and external action
- Artifact, lineage, review, and retention record
Status and limits
This page documents the operating model and evaluation criteria. Institution-specific integrations, certifications, policies, and production authorization must be verified in the responsible university environment.
